(b)Qualification requirements to be met to implement government procurement policies:&This procurement will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, support for small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. & & & &

(c)本项目的特定资格要求：（*） 施工资质要求：******颁发的建筑工程施工总承包资质*级或其以上资质。
（*） 项目负责人资质要求：拟派的项目负责人具有建筑工程*级或以上注册建造师执业资格（注册建造师基本情况及是否有本市的在建项目以开标前两个工作日上海市建设市场管理信息平台采集的数据内容形成的《项目负责人基本情况表》为准,******合同过程中发生变更的，如变更后时间未满半年，不得参与本标段投标。）。
（*） 法人的分支机构以自己的名义参与竞争时，应提供依法登记的相关证明材料和由法人出具的对该参******直接责任的承诺。
（*） 供应商的出资人与本项目其他供应商的出资人应不相同（当两家以上供应商的出资人中含有同*主体时，将按*家有效供应商计算，该供应商为相关供应商中报价最低且响应文件不存在被判为无效的供应商，其他供应商将被判为无效供应商）。 & & & &

(c)Specific qualification requirements for this program:&(*) Construction qualification requirements: Simultaneously possessing the third level or above qualification for general contracting of construction projects issued by the Ministry of Housing and Urban Rural Development. (*) Qualification requirements for project leader: The proposed project leader must have a second level or higher registered constructor qualification in construction engineering. (*) When a branch of a legal entity participates in competition in its own name, it shall provide relevant certification materials registered in accordance with the law and a commitment issued by the legal entity to assume full direct responsibility for the competition activities. (*) The investor of the supplier should be different from the investor of other suppliers in this project. & & & &
